EMiL Entsorgungswirtschaft Minden-Lübbecke AöR is the public waste management body of Kreis Minden-Lübbecke in North Rhine-Westphalia. It was created on 1 January 2026 by merging the county’s waste operation AML with the county-owned KAVG mbH.
EMiL runs the Pohlsche Heide resource centre in Hille, where residual waste is processed into refuse-derived fuel, and the RDF-fired Heizkraftwerk Minden, which supplies process steam to a neighbouring pharmaceutical plant. A plan to double the Minden plant has been on hold since 2022, while a landfill expansion and a research building at Pohlsche Heide are being prepared.
Key Takeaways
- EMiL is an Public-law institution (Anstalt öffentlichen Rechts, AöR) owned by district Minden-Lübbecke, formed on 1 January 2026 from the Abfallentsorgungsbetrieb Minden-Lübbecke (AML) and the KreisAbfallVerwertungsGesellschaft mbH (KAVG); Henning Schreiber is Vorstand until 2030.
- The Heizkraftwerk Minden burns refuse-derived fuel made at the Pohlsche Heide MBA and has produced process steam for an adjacent pharmaceutical company since 2002. It is permitted for 40,000 t/a of RDF.
- The service area is the district Minden-Lübbecke with its eleven towns and municipalities, which deliver household waste, biowaste and commercial waste to the Pohlsche Heide site in Hille.
- A modernisation and expansion of the Minden plant to 70,000 t/a was permitted in 2021 but suspended by the KAVG supervisory board in November 2022 after the cost estimate rose far above the 2019 figure.
- Current projects are a landfill expansion at Pohlsche Heide, the Smart Recycling Factory research building in a modular variant and an ISO 14001 environmental management system for the Minden plant.
