Dobra Energia dla Olsztyna Sp. z o.o. is the project company that financed, built and now operates the ITPO Olsztyn waste-to-energy CHP plant in north-eastern Poland under a public-private partnership with the municipal heating company MPEC Olsztyn.
The company is controlled by the French infrastructure fund Meridiam, with Spanish waste group Urbaser as minority partner and operator. The 100,000 t/a RDF-fired plant entered trial operation in February 2024 and was officially opened on 15 January 2025. The company will run it for 25 years before handing it to MPEC.
Key Takeaways
- Special-purpose company founded in 2018 (registered 11 December 2018 as Dovecot Sp. z o.o., renamed in April 2019), based in Olsztyn, Warmian-Masurian Voivodeship.
- Owned by Meridiam Eastern Europe Investments 3 and Urbaser: the two partners set up the company for the PPP signed in December 2019. Meridiam has held the large majority since 2021, Urbaser keeps a minority stake and the operator role.
- PPP partner of MPEC Olsztyn: the PPP agreement signed on 2 December 2019 covers design, financing, construction and 25 years of operation of the ITPO Olsztyn waste-to-energy plant and a gas/oil peak-load boiler house, replacing coal-based heat formerly supplied by the Michelin tyre plant.
- One grate-fired line for refuse-derived fuel (RDF) from ZGOK Olsztyn and five other regional treatment plants, supplying heat to MPEC’s district heating network and electricity to the grid. Doosan Lentjes / Doosan Enerbility built the plant turnkey.
- Trial operation from February 2024, official opening 15 January 2025; the plant is now in its 25-year operating phase, after which it passes to MPEC Olsztyn.
